Arrow keys, tab key not working under universal control

I'm using Universal Control on macOS Ventura to connect to my ipad, and while I was trying to execute some commands with my mac keyboard I found ish on my ipad does not respond to arrow keys and tab key. and this happened if I turn on Settings->Accessibility->Keyboards->Full Keyboard Access. it works after I turn it off, but then key combination such as control + C won't work
