In 1.21.3 Boat slightly stutters and moves much slower on ice than expected if controlled by a player.

How to Reproduce?
- Install Debugify and Fabric on 1.21.3
- Place boat on any ice or other slippery block
- Ride the boat
Expected Behavior
Boat driven by player should be faster on slippery blocks than on other blocks.
