Bug Description

In 1.21.3 Boat slightly stutters and moves much slower on ice than expected if controlled by a player.

How to Reproduce?
  1. Install Debugify and Fabric on 1.21.3
  2. Place boat on any ice or other slippery block
  3. Ride the boat
Expected Behavior

Boat driven by player should be faster on slippery blocks than on other blocks.
