[openurl] add the ability to shorten urls with cuttly

I have a cuttly api key, the problem is i use irssi on a server so `/openurl 1` won't actually do anything for me. I have to click the url for my local browser to open firefox. the real problem is long urls wrap and the url is not fully clickable. parts that wrap aren't included in the link.
