[FusilliPlugin] Add fusilli provider to rocm-libraries superbuild

I'm not entirely sure what this is as of this moment. @BrianHarrisonAMD mentioned that rocm-libraries has a super build that's a lighter weight version of TheRock (or at least that's how I understood it) in rocm-libraries.

Assuming this build is more convenient for local development he fusilli provider should be added.

Note, the fusilli provider relies on `libIREECompiler.so` which is built in TheRock, so the rocm-libraries super build may not be an option for fusilli.
