IPLD Org Migration Plan

We'd *like* to move all go-ipld repos to this org. Unfortunately, just *doing* that will break all the import paths.

We'd also like to break all the interfaces and rethink them:

1. They're currently a hybrid "merkledag + IPLD".
2. They're not very ergonomic.
3. They're not very efficient.

However, this will take some thought and experimentation.

Given that we'll have to break everything anyways, I figured we could do this all at once:

1. Fork the IPLD repos *here*.
2. Do a bunch of refactoring.
3. Switch over all at once.
