I would like to cite an academic paper in a spec.
I didn't find the paper at https://www.specref.org/.
From the [Spec for Specs](https://specs.ipfs.tech/meta/spec-for-specs/#refs), I understand that it isn't possible yet to reference documents that aren't either 1) at [specref.org](https://www.specref.org), or 2) defined in another IPFS Spec. Is that correct?
What is the recommended way to proceed?
