IPFS retrieval of cached content much slower when the node is online vs offline

### Description

I'm running `ipfs daemon` and am retrieving a file over the localhost gateway. When my internet is turned on, it takes about 60 - 70ms to retrieve this file once it's cached. Simply turning off WiFi on my mac brings that time down to 5 - 25ms.

Why is the performance so much worse when the node is connected to the internet? Shouldn't the fact that it's cached mean it should be the same online or offline?

Is there a config option I can set to get the fast speeds even when my node is connected to the internet?
