ipfs daemon doesn't act as a gateway if --mount fails

### Description

When I try to run it like this
```
ipfs daemon --enable-namesys-pubsub --mount --cid-base=32 --upgrade-cidv0-in-output
```
it does not start listening on the gateway port (8088 in my case), and the output at startup doesn't say anything about the gateway either. If I leave off the `--mount` argument, it works.
