Add WebUIOption to configuration

Hi,

In a future release, would it be possible to add `WebUIOption` (from core/corehttp/webui.go) to the global configuration (rather than having to recompile ipfs to change the default value) ?

Like that, without migrating my existing nodes, just by configuration, I could "upgrade" the webui interface if a new release exists.
