Pin released artifacts to more places for higher availability

## Done Criteria
Artifacts like Kubo should get the high / perfect availability that can come from IPFS due to having multiple locations to retrieve data from.
Tangibly, we should pin artifacts to more places that the Collab cluster. We should choose one or more places from https://ipfs-shipyard.github.io/pinning-service-compliance/

## Why Important
1. This blocks some users from updating in some cases
2. It's embarrassing when tools like ipfs-update don't work
