[ipfs/go-bitswap] High Level Docs On How Bitswap Responds To Want Request (Decision engine subsystem)

As part of developing a high level bitswap documentation, it would be great to have a high level overview of how a bitswap peer responds to incoming want requests either as part of the readme or in a docs folder. There are already beginnings of this in the readme.
