Description
Per https://github.com/ipfs/tar-utils/pull/2#issuecomment-866232408 there is a lot of scenarios we need to reason about. This task about finding a way to simplify the logic. It's recognized this may be a backwards incompatible change and we need to communicate/handle accordingly.
