Make edit profile form "Save" button consistent with other forms

## Description

All forms now have the primary button always enabled, even if there are other errors. The EditProfile form still has the older behavior.

## Acceptance Criteria

- [ ] Make the edit profile submit enable/disable state consistent with others

Start with the EditProfile form and compare its submit button state with the other forms, which keep the primary button enabled when validation errors exist. Update the behavior so it matches those forms, then verify that the Save button remains enabled when other errors are present.
