Description

I see in the repo there's an entire folder for the debian package configuration and metadata. However, it's not clear to me how one's supposed to build, using cmake, the debian package and generate a `.deb` artifact. Usually, I'd expect cpack to be configured to work out of the box using directives in the cmake files, but that does not seem to be the case here. What's the right thing to do here? And would it make sense to document this? I'd be glad to send a PR to add it to the `INSTALL.md` file

Research direction

Inspect the debian package configuration and the CMake files to determine the supported way to build a Debian package and produce a .deb artifact. Then update INSTALL.md with the verified steps and confirm that the documented process works from source.
