Accounting whether the node height is behind in readiness on API node

### What would you like to be added

If the API node height falls significantly behind, it should be marked in the readiness api return.

### Why is this needed

This can avoid directing traffic to API nodes with significantly outdated heights at the RPC gateway layer, ensuring the consistency of RPC services.
