Support partial downloading of Snapshot

### What would you like to be added
Provide both whole and partial snapshot options in https://github.com/iotexproject/iotex-bootstrap?tab=readme-ov-file#join-mainnet
### Why is this needed
It's time-consuming to download the entire snapshot even when part of data is needed.
