Add option to fill Gas Coin manually

Description
Right now we can deadlock ourselves if the Gas coin does not fill up correctly.
We need a way to manually fund the coin just in case.
The problem is only the Committee with it's private key can actually add balance to it. You can not merge balance into it from another address.
