[Bug report]: Scrollbar weird behavior when dragging with cursor

### Description

When dragging scrollbar with cursor to the bottom, it follows the cursor pretty much okay but it slips a little (see attached GIF).
When dragging to the top, it stutters and stays on the bottom.

**It seems to only happen on Assets list and Activity panel. For example list of Languages or Currencies work properly.**

**SCROLLING WITH SCROLL WHEEL WORKS PROPERLY.**


### Expected behaviour

Dragging scroll bar with cursor should work like in every other programs.

### Actual behaviour

Scroll bar is broken when dragging with cursor. When using scroll-wheel it works okay.

### Steps to reproduce the issue

1. Open Firefly Shimmer
2. Click and drag scrollbar on Asset list or Activity panel
3. Try dragging all the way to the bottom and then to the top
