[Task]: Display notifications when ledger connection status changes

### Task description

It would be nice to display a notification when the ledger connection status changes.

### Requirements

Add a notification whenever the ledger connection status changes. We may need to consider when the user closes the shimmer app on the ledger it shows as the ledger is disconnected for a second or so.
