bug: ion-button-segment with content-id cannot be disabled

### Ionic Framework Version

v8.x

### Current Behavior

When setting `[disabled]="true"` on an `ion-segment-button` with `content-id` matching a `ion-segment-content`, the button can still be interacted with.

### Expected Behavior

The disabled button shouldn't be interactable
