Description

### Prerequisites

- [X] I have read the [Contributing Guidelines](https://github.com/ionic-team/ionic-framework/blob/main/docs/CONTRIBUTING.md#creating-an-issue).
- [X] I agree to follow the [Code of Conduct](https://ionicframework.com/code-of-conduct).
- [X] I have searched for [existing issues](https://github.com/ionic-team/ionic-framework/issues) that already include this feature request, without success.

### Describe the Feature Request

Currently you have to use ion-content (along with other optional root elements) to navigate to and from a view.

It would be nice if instead I could use any root element, such as a div.

if needed, maybe the root element could be given some type of tag that the navigation system could use, for example `

`

### Describe the Use Case

This feature simplifies ionic framework's components. Most of the time devs dont need a lot of what the ion content, header & footer provides.

This would also make the navigation system more modular by decoupling it from being tightly bound to the usage of specific components.l
