`--padding-bottom` and `--keyboard-offest` on ion-content has a conflict and bug.

Start by reproducing the Android behavior with the @capacitor/Keyboard plugin on Capacitor 7.0.0, using ion-content with --padding-bottom and --keyboard-offset. Compare the Android behavior with iOS and determine how the two ion-content settings interact. Done means the Android content is pushed up by the keyboard without the reported conflict.
