Administrators can create a Project profile using the UI

1. A user with special administrative privileges logs in
1. A list of Project profiles is displayed along with a search box and NEW command
1. An empty profile form is displayed to edit:
* short-name: text
* comments: textarea
* properties-table: edit-table
* property.active: toggle-button
1. The user can *Save* the data
