[Feature] Launcher install location

The current installer for the Invoke AI Launcher for Windows presumes that the user is okay with installing in the `AppData` folder. Not everyone is.

I get that it is tiny, but some users are very pedantic about installation locations. And sometimes, it is the companies or institution people need to use Invoke AI at that are picky about this. Please consider adding either:

- A step in the install asking where the user would like the launch to go.
- An "Advanced" or "Options" button where the user can choose this before installation takes place.
