### What happened

When deleting the last remaining video from the Viewer tab in Workflows, the three tabs in the middle panel called 'Launchpad', 'Workflow Editor', and 'Viewer' get moved up and off screen.

To move them back down again, the user has to switch from Workflows to something else like Generate or Models and then switch back to Workflows again.

### What you expected to happen

I expect the middle panel tabs such as 'Launchpad', 'Workflow Editor', and 'Viewer' to never shift positions, get moved, up or go offscreen.
