[enhancement]: Starter Model: Stable Diffusion 3.5 Large (Quantized)

### What should this feature add?

An NF4 version of Stable Diffusion 3.5 Large was [created by sayakpaul](https://huggingface.co/sayakpaul/sd35-large-nf4) last year and would make an excellent addition to the list of Starter Models. The size of the quantized model is about 12GB, before the first and second text encoders and VAE are added.

### Alternatives

SD3.5 Large is already available for download in its full 33GB size.
