[enhancement]: Hotkey for "Create new raster layer"

### What should this feature add?

I'd like a hotkey that creates new raster layer. While working on Canvas, I noticed that adding raster layers happens quite often (especially when drawing/painting).
Ctrl + Shift + N is good for create new raster layer?

It would be even better if it would add the layer corresponding to where the layer type is currently selected. For example, if you are in an inpaint mask, pressing Ctrl Shift N would add the inpaint mask instead of the raster layer. Same goes for the other layer types like Control layer, etc.
