Description
## Summary
New prompts are able to be added to the prompt library from within the library
Sub issue of: #4475
## Intended Outcome
- Add icon exists at the top, on right side of search bar
- When clicked, new line item for a prompt is created with two text fields:
- Prompt
- Tags (positive, negative, style, etc.)
- User is able to add prompt text, weighting, compel functions
- Prompt is added once save is clicked
