python-devel is not checked during the `check-requirements --development`

## Describe the bug
i did a brnad new installation on ALMA9.
`invenio-cli check-requirements --development` was kind of happy (I had to apply a path for `docker compose` vs `docker-compose`, which is described in a different issue.
`invenio-cli install` failed, with a huge log file.

It would be nice if this got detected during the checkrequirements, ensuring that python-devel is available.

## Steps to Reproduce
1. Remove python-devel
2. Run `invenio-cli check-requirements --development`
This command works :(

## Expected behavior

Step 2 should complain that python devel is not available
