Enhance autoTerminate cluster feature with user defined terminate value.
**Describe the solution you'd like**
1. Create cluster UI should have new param , where user can chose value for terminating the cluster.
2. Terminate cluster scheduler in backend should terminate cluster based on this input value from UI.
