Make production decomposition the default setting for a new production

Source control productions in decomposed format under the following limited circumstances:

If you create a new production, and it's the only production in the namespace, and it is not in an IPM context, set the flag to enable production decomposition namespace-wide.

Make sure this doesn't break HealthShare instance-wide source control.
