Covers of works with "print-disabled" editions are not updated

It is not possible to update the covers of works that have an edition in Internet Archive accessible only for "print-disabled".

When trying to update the cover of the work, the process is successful, but then there is no change in Open Library. The work continues to use the default cover determined by item in the Internet Archive accessible only for "print-disabled".

The links provided in this [issue](https://github.com/internetarchive/openlibrary/issues/4992) have been used to manage and update the covers of the works. It is not possible to do it directly from the user interface at the moment.

### Steps to Reproduce
1. Go to any work with at least one "print-disabled" edition (e.g. [OL8251185W](https://openlibrary.org/works/OL8251185W)).
2. Try to update the cover of the work. The process is successful, but no change occurs. The cover of the work is not updated.

* Actual: The change of the cover is not displayed in Open Library. The work continues to use the default cover determined by the item in Internet Archive.
* Expected: The new cover should be displayed in Open Library as the default cover of the work.
