Requests to /recentchanges/new-account often time out

#2640 mentions adding links to /recentchanges/new-account, but requests to that endpoint take a long time to return and often timeout

1. Go to https://openlibrary.org/recentchanges/new-account a few times and see how long it takes to load

* Actual: It takes 30+ seconds to load, often taking longer than 60 seconds, which results in a timeout.
* Expected: The page loads in a more reasonable amount of time.
