Reverting a user's edits undoes their list deletions

### Steps to Reproduce

1. Create a dummy account locally
2. Create a list
3. Delete the list
4. Log in as admin
5. Block/revert all edits of the dummy account

* Actual: The deleted list is now no longer deleted
* Expected: The list remains deleted
