Create an OpenReads import bot

Following [https://github.com/internetarchive/openlibrary/issues/9047#issuecomment-2095187028](Scott's comment), I'd like to register a new bot as [OpenReadsImportBot](https://openlibrary.org/people/openreadsimportbot)

### Proposal & Constraints
The goal of this bot is to automatically create a book entry when a OpenReads patron creates one in the app, since the app already use a OpenLibrary search.

The bot will use the REST API, mainly the `POST /api/import/` endpoint

Start by reviewing the repository's existing bot patterns and the OpenReads integration context, then examine the Open Library REST API, especially POST /api/import/. Done means registering OpenReadsImportBot and establishing the automated flow that creates a book entry when an OpenReads patron creates one.
