Remove dependency on proprietary commercial JPEG2000 decompressor

Description
The current pipeline depends on `kdu_expand` which is apparently a proprietary JPEG2000 decompressor. This hampers the ability of people who don't have a license. There are open source JPEG2000 implementations available which could be investigated as alternatives.
