Pull request template dosen't seems to be working

I recently created a pull request and realised that the pull request template is not working maybe this is because it is stored inside a folder named `PULL_REQUEST_TEMPLATE`.

**Expectation**

> What should be happening? What will it look like / how will it behave when fixed?

**Context**

> What operating system? What browser type and version?

**Proposal & Constraints**

> What is the proposed solution / implementation? Is there a precedent of this approach succeeding elsewhere?
I would like to move the `pull_request_template.md` into the root path of `.github` folder.
