Cannot always select from drop down

There is a minor bug on this feature.

Once you have a term in the box, you can't move the cursor (i.e it is not possible to edit)

Reproduce the dropdown behavior described in the issue, using the screenshot as the reference for the affected state. Trace the code behind the feature and identify why an entered term prevents cursor movement or editing. Done means an existing term can be selected, edited, and navigated without breaking dropdown selection.
