Add documentation for imex-runner.py and pass pipeline file syntax

imex-runner.py has in file comments but lacks proper documentation.
For example, there is no syntax guide for the the pass pipeline file it uses.
All information required to use imex-runner.py and the associated pass pipeline file should be placed in a proper *.md file in the "docs/" folder.
