Deprecate/Remove -f[no-]sycl-use-bitcode

There is work to introduce updated command-line options for generating SPIR-V based fat objects here: https://github.com/intel/llvm/pull/4608

The functionality of this new option is similar to the existing `-f[no-]sycl-use-bitcode`. To reduce confusion of usage moving forward, the `-f[no-]sycl-use-bitcode` option should be deprecated/removed.
