Provide oneAPI binary plugins built with CUDA < 12

**Describe the bug**
Not sure whether to file this here or with Codeplay directly.

The binary plugin that Codeplay builds is missing a CUDA 11 build.
The CUDA driver and CUDA toolkit major versions must match for the plugin to work.
And in most HPC environments the CUDA driver version is sometimes never updated or done so at a much slower cadence than consumer devices.

Note that this is already done for the AMD side where we have a plugin binary built for ROCm 4.x and ROCm 5.x.
