DRM-Digital Rights Management support discussion

we want to add some decryption decode/encryption encode, but different vendor will have different solution. and also maybe for some security concern, it maybe have some dependencies with close source libraries , I am not sure whether we can accept these API as a part of libva ---- in a new vendor folder, and by default it will not be compiled.
