Create a generic dispatched indexed version of ec_encode_data

I'm suggesting to create a generic dispatched indexed version of ec_encode_data, such as ec_indexed_encode_data that takes an array of indexes for the encoding. The indexing (multiplier values) would be used for g_tbls. The caller would still generate the array of pointers to source and destination buffers.
