BUILD_SHARED_LIBS does not work on Centos7.2

```
mkdir hs_build
cd hs_build
cmake ../ -DBUILD_SHARED_LIBS=1
make -j 4
```

but `-DBUILD_STATIC_AND_SHARED=1` does work.
