windows: System-wide substitute for "perf"

The Windows gProfiler flavor doesn't have any "system-wide" profiling capabilities, like those we have in the Linux flavor with "perf". A system-wide replacement profiler is needed if we want such (for example, Golang or native programs running on Windows)
