Driver level XeSS upscaling

Hello Amazing Intel GPU team 💪

I would like to have an API toggle XeSS upscaling on driver level for games that doesn't support it inside their game engine out of the box:

- Users can toggle XeSS upscaling on/off
- User can specify XeSS mode: Quality, Balanced, Performance
- Users can query if XeSS upscaling is active or not

This is similar to other offering such as RSR, and it's really appreciated. You already have done the amazing work for XeSS, let's us use it even if engine doesn't support it.

I'm happy to discuss the motivation and goals for my request.
