What the difference between the verification using QvE and Quote Verification Library(QVL)?

Description
To verify the quote's correctness, we can use the QvE on sgx-enabled platform , or use Quote Verification Library(QVL) on the non-sgx platform.
What is the essential difference between the QvE's verification and the QVL's verification?
For production use, we should the QvE to perform quote verification, what it the reason?
The answers of the two question may be same.
