Can not install OpenVINO

Description
I had an issue installing OpenVINO and I am hoping someone can help me out. I installed AI playground, however, OpenVINO failed to install with this message:
"Installation Error Details - openvino-backend
Dependencies still missing after installer: libpython3.12t64"
So I visited this link: https://packages.debian.org/sid/ia64/libpython3.12t64/download
but it is not written as a modernized sources list, so I don't know the signed-by gpg information. I tried to download the package, but the links return 404. Can someone please point me in the right direction?
I am using OS Debian Forky XFCE on a laptop with Intel Core Ultra, Intel ARC 130/140T.
