WebUI for Windows

I would prefer the linux and windows builds to have feature parity in regards to the webUI.

I would love the ability to start a WebUI with the windows version.

## Describe alternatives you've considered

While I have had no issues with AI-Playground I currently RDP to the machine it lives on. While normally I would have no issues using linux, The machine in question is currently undergoing testing specifically for Windows. Other projects offer a webUI that can easily be utilized with Windows. While they are good; they lack the ease of setup in regards to ARC GPUs.
