[FEAT]: Access to code review without a Copilot license

### Describe the need

While I very much appreciate the work done in #2965, an essential feature is missing, namely [Access to code review without a Copilot license](https://docs.github.com/en/copilot/concepts/agents/code-review#copilot-code-review-without-a-copilot-license)

In my org, we have plenty of developers who haven't yet jumped on the AI train. I do not blame them, but we are considering to roll out mandatory Copilot reviews for all PRs and while I can ClickOps it, I'd rather not.
